Installation Requirements
The kit can be used with Softail Detachable Racks or with Detachable Sissybar. See the P&A Retail Catalog or the Parts and Accessories section of www.harley-davidson.com (English only) for a list of required parts or accessories for your model.
LOCTITE 243 MEDIUM STRENGTH THREADLOCKER AND SEALANT (BLUE) (99642-97) is required for proper installation of this kit.
WARNING
Rider and passenger safety depend upon the correct installation of this kit. Use the appropriate service manual procedures. If the procedure is not within your capabilities or you do not have the correct tools, have a Harley-Davidson dealer perform the installation. Improper installation of this kit could result in death or serious injury. (00333b)

This instruction sheet references service manual information. A service manual for your model motorcycle is required for this installation. One is available from a Harley-Davidson dealer.
Kit Contents
PREPARATION
WARNING
To prevent accidental vehicle start-up, which could cause death or serious injury, remove main fuse before proceeding. (00251b)
NOTE
    WITH security siren: With security fob present, turn ignition switch ON. After system is disarmed, turn ignition switch OFF. IMMEDIATELY remove the main fuse per the service manual.
    WITHOUT security siren: See the service manual to remove the main fuse.
DOCKING HARDWARE SET-UP
NOTE
The rear docking point has a plastic insert. Front docking point does not.
NOTE
Some vehicles have a two bolt pattern per side while others have a four bolt pattern.
1.
FXLR, FLSL, FXFB, FLDE:
1.1.
Remove OE (Original equipment) screws. Right side, remove both screws from two bolt pattern and remove the two inner screws from the four bolt pattern.

Refer to section, DOCKING POINT INSTALLATION.

See Figure 4. FXBR and FLFB: Remove both right side OE screws.
a.
FLFB: Spacer (5) two each on right and left side rear. Spacer (5) and spacer (4) one on each side front.
b.
FXBR: Spacer (5) one on each right and left side rear. Spacer (4) one on each right and left side front.
c.
Refer to section, DOCKING POINT INSTALLATION.
3.
a.
Remove right side saddlebag from vehicle.
b.
Remove OE screws and loose spacers (1) attaching saddlebag to vehicle.
c.
Replace loose spacers (1) with docking points. The plastic docking points (2) in rear end of vehicle.
d.
Remove threadlocker from OE screws. See CLEANING FASTENER THREADS.
e.
Apply threadlocker to fasteners.

f.
Assemble screw through OE saddlebag and docking points and attach to vehicle.
g.
Refer to steps 3 through 6 of DOCKING POINT INSTALLATION.

a.
Remove right side detachable saddlebag from vehicle.
b.
Remove OE screws (3) attaching saddlebag docking points (2) to vehicle.
c.
Discard inner spacer (1) and replace with docking points (2). The plastic docking point goes in the rear most position.
d.
Remove threadlocker from OE screws (3). See CLEANING FASTENER THREADS.
e.
Apply threadlocker to fasteners.

f.
Install fasteners through OE saddlebag docking points and P&A docking points to vehicle.
g.
Refer to steps 3 through 6 of DOCKING POINT INSTALLATION.

DOCKING POINT INSTALLATION
1.
See Figure 6. Apply threadlocker to bolts (2).

2.
Install docking points to vehicle using bolts from kit with flats on docking point horizontal to ground. Finger tighten.
3.
The black plastic docking point insert is elliptical. When flats on docking point are horizontal to ground, docking point fit is at its loosest. When flats are vertical, docking point fit is at its tightest.
4.
Repeat steps 1 and 2 for left side.
5.
Test fit upright or rack.
CHECKING DOCKING POINT TIGHTNESS
NOTE
If the upright or rack rattles once installed, docking points must be adjusted.
1.
See flats (F) in Figure 5. To adjust, rotate in small increments so that the flat is no longer horizontal and approaches position (E).
NOTE
Maximum achievable tightness are when the flats are perpendicular to the ground. At each increment, check upright or rack for fitness.
2.
At each increment, check fit with accessory.
3.
Continue rotation in small increments and check accessory fit until desired tightness is achieved. The tightest possible position is when the flats reach position (E).
4.
Tighten docking point screws.
Torque: 28.5–37 N·m (21–27 ft-lbs)
5.
FLSB: Install detachable saddlebags. See service manual.
REFLECTORS
WARNING
Federal Motor Vehicle Safety Standard (FMVSS) 108 requires motorcycles to be equipped with rear and side reflectors. Be sure rear and side reflectors are properly mounted. Poor visibility of rider to other motorists can result in death or serious injury. (00336b)
  1. Reflectors need to be in a visible area.
  2. Apply to left and right side of rack or upright.
CLEANING FASTENER THREADS
To attain proper clamp load, always clean fastener threads and threaded holes prior to assembly.
NOTE
Never use a thread-cutting tap or die to clean threads.
  • Clean all threadlocking material from fastener threads and threaded holes.
  • Use a wire brush or thread-chasing die to clean fastener threads.
  • Use a thread chaser to clean threaded holes.
  • Use PJ1 cleaner or equivalent to remove all traces of oil and contaminants from threads.
  • Clear all threaded holes with low-pressure compressed air.
Always verify cleanliness of blind holes before assembly. Tightening a screw with dirt, water or oil in the hole can cause castings to crack or break.
MAINTENANCE
In time docking points wear, causing the installed detachable accessory to become loose and rattle. Tighten the fit using the following method.
1.
Record the current flat position for each docking point. Remove screw (3) from rear docking point.
2.
Remove threadlocker from the docking point screws and mounting hole threads, see CLEANING FASTENER THREADS, before applying threadlocker to screw heads. Install docking points, screws and washers. Tighten finger-tight.

3.
If flats are not in vertical position (E), rotate docking points slightly, moving flats toward (E) until a tight fit of the detachable accessory is achieved at each location.
4.
Secure docking point screws. Tighten.
Torque: 28.5–37 N·m (21–27 ft-lbs)
5.
If the docking point flats are in vertical position (E):
a.
Remove screw (3) from rear docking points.
b.
Rotate each docking point until the flat on opposite side reaches position (F).
c.
Remove threadlocker from docking point screws and mounting hole threads, see CLEANING FASTENER THREADS, before applying threadlocker to the screw threads. Install the screws and washers. Tighten finger-tight.

d.
Check detachable accessory at each docking point, rotating the notch toward (E) until a tight fit of the detachable accessory is achieved at each location. Secure docking point screws. Tighten.
Torque: 28.5–37 N·m (21–27 ft-lbs)
6.
After multiple adjustments, if the detachable accessory continues to rattle or remains loose, replace the docking points.
