This instruction sheet references Service Manual information. A Service Manual for your model motorcycle is required for this installation and is available from a Harley-Davidson Dealer.

INSTALLATION
NOTE
If this kit is being installed at the same time as Lighted Fork Slider Cover Kit 45953-91B, completely install this kit before beginning the installation of the Lighted Fork Slider Cover Kit.
Preparation
WARNING
To prevent accidental vehicle start-up, which could cause death or serious injury, disconnect negative (-) battery cable before proceeding. (00048a)
  1. Refer to the Service Manual and follow the instructions given to remove the seat and disconnect the negative (black) battery cable from the negative (-) battery terminal. Retain all seat mounting hardware.
Left Side Rotor Cover Installation
1. See Figure 6. Obtain the left-hand rotor cover (1), lower mounting bracket (3), and the two hex locknuts (4) and flat washers (5) from the kit.
2. See Figure 1. Remove the nut, lockwasher and flat washer (1) from the left end of the front axle per the FRONT WHEEL, REMOVAL instructions in the Service Manual. Place the lower mounting bracket (3) over the front axle. From the bottom of the fork slider (2), slide the left-hand rotor cover (6) up between the fork slider and rotor.

3. Loosely install the rotor cover to the studs on the lower mounting bracket with the two hex locknuts (4) and flat washers (5) from the kit. Re-install the flat washer, lockwasher and nut onto the front axle. Insert a screwdriver or steel rod through the hole in the right side of the axle. While holding the axle stationary, tighten the axle nut to 68–75 N·m (50–55 ft-lbs).
4. Adjust the cover so there is equal clearance all around between the perimeter edges of the cover and rotor. The edge of the rotor cover lip should align with the inside surface of the brake rotor.
5. See Figure 2. Bend back the locking plate tabs on the left forward fender mounting bolt (hidden behind the fender bracket, 1). Remove the bolt.
6. Insert one of the rotor cover top mounting brackets (2) from the kit between the locking tab and fender. The bracket must be oriented so the small hole is toward the bottom and furthest from the tire. Insert the fender mounting bolt Finger-tighten only at this time.

c. through the fender rail (3),
d. through the fender bracket, and
e. into the threaded hole in the fork slider (4).

7. Using a hex socket button head screw and wave washer (5) from the kit, assemble the left-hand rotor cover (6) to the top bracket (2). Tighten the screw to 2.5 N·m (22 in-lbs).
8. Tighten the mounting bolt (1) securing the left-side rotor top mounting bracket and front fender to the fork slider to 22–24 N·m (16–18 ft-lbs).
9. Bend the locking plate tabs against the side of the bolt head to lock the bolt into position.
Right Side Rotor Cover Installation
10. See Figure 3. Remove the two nuts (1), lock washers (2), and flat washers (3) that secure the axle cap (4) to the right-side fork slider (5).
NOTE
The axle cap may fall away from the fork slider when the hardware is removed. Make sure the axle cap is installed with the stamped word "OUT" oriented furthest away from the wheel (facing outward).
11. From the bottom of the fork slider, slide the right-hand rotor cover (6) up between the fork slider and rotor. Loosely install the rotor cover to the right fork slider studs, against the axle cap with the two nuts, lock washers, and flat washers removed in the previous step.

12. Adjust the cover so there is equal clearance all around between the perimeter edges of the cover and rotor. The edge of the rotor cover lip should align with the inside surface of the brake rotor. Tighten the axle cap nuts evenly to 6.8–14.9 N·m (5–11 ft-lbs).
13. Bend back the locking plate tabs on the right forward fender mounting bolt as was done in Step 6 for the left side. (Refer to Figure 2 ). Remove the bolt.
14. Insert the remaining rotor cover top mounting bracket (2) from the kit between the locking tab and fender. The bracket must be oriented so the small hole is toward the bottom and furthest from the tire. Insert the fender mounting bolt Finger-tighten only at this time.

b. through the rotor cover top mounting bracket,
c. through the fender rail (3),
d. through the fender bracket, and
e. into the threaded hole in the fork slider (4).
15. Using a hex socket button head screw and wave washer (5) from the kit, assemble the right-hand rotor cover (6) to the top bracket (2). Tighten to 2.5 N·m (22 in-lbs).
16. Tighten the mounting bolt (1) securing the right-side rotor top mounting bracket and front fender to the fork slider to 22–24 N·m (16–18 ft-lbs).
17. Bend the locking plate tabs against the side of the bolt head to lock the bolt into position.
Caliper Cover Installation
NOTE
The front brake rotor covers must be installed prior to installing the brake caliper covers. Perform the installation of the front brake rotor covers according to the procedures listed above.
18. See Figure 4. On the left side of the motorcycle, remove the hex socket head bolt (1) and flat washer (2) that attach the top of the brake caliper (3) to the front fork slider.

19. Align the left-hand caliper cover mounting bracket (4) with the large diameter hole over the open hole in the slider. Re-install the original flat washer and hex socket head bolt through the mounting bracket and front fork slider, and into the threaded hole in the top of the brake caliper. Finger-tighten only at this time.

20. See Figure 5. Position the left-hand brake caliper cover (1) over the caliper so both the caliper cover mounting bracket and the tab on the rotor cover ( Figure 4 , Items 4 and 5) contact the inner surface of the caliper cover. Temporarily install two #10-32 x 3/8 inch button head screws ( Figure 5 , 2) and #10 wave washers (3) from the kit through the two lower mounting holes in the caliper cover and into the mounting tab on the rotor cover.
21. Pivot the caliper cover mounting bracket to align its threaded mounting hole with the upper mounting hole in the caliper cover.
22. Remove the two screws (2) and wave washers (3).
23. Hold the caliper in place and carefully remove the caliper cover, being careful not to shift the position of the aligned upper mounting bracket ( Figure 4 , Item 5). Without shifting the position of the upper mounting bracket, final tighten the upper brake caliper hex socket head bolt (1) to 34–41 N·m (25–30 ft-lbs).
24. See Figure 5. Re-install the caliper cover over the caliper. Re-install the two button head screws (2) and wave washers (3) in the two lower mounting holes in the caliper cover and rotor cover mounting tab. Install the third button head screw and wave washer through the upper mounting hole in the caliper cover and into the upper mounting bracket.
25. Adjust the caliper cover so there is adequate clearance between the cover and the brake hose (4). Final tighten the three button head screws (2) to 3 N·m (22 in-lbs).
26. Repeat for the right side caliper cover.
Return to Service
NOTE
Verify that the rotor covers, cover mounting brackets and fasteners are not contacting either of the brake rotors.
Make any adjustments required by loosening the cover mounting fasteners. Do not bend the covers. Re-tighten any loosened fasteners to the proper torque.
  1. Verify that the Ignition/Light Key Switch is turned to the OFF position. Apply a light coat of petroleum jelly or corrosion retardant material to the negative battery terminal. Refer to the Service Manual and follow the instructions given to re-attach the negative battery cable. Refer to the Service Manual, and follow instructions to install the seat.
WARNING
After installing seat, pull upward on seat to be sure it is locked in position. While riding, a loose seat can shift causing loss of control, which could result in death or serious injury. (00070b)
WARNING
After repairing the brake system, test brakes at low speed. If brakes are not operating properly, testing at high speeds can cause loss of control, which could result in death or serious injury. (00289a)
