This kit is designed for use on model year 2000-2005 Softail Models FXST, FXSTS and FXSTB motorcycles.
Additional Parts Required
Motorcycles equipped with an original equipment seat will also require a Seat Mounting Bracket Kit, Part Number 52030-98 (available separately). Seat Mounting Bracket Kit 52030-98 contains:

Vehicles equipped with seats found in the Harley-Davidson Genuine Motor Accessories and Parts Catalog do not require the Seat Mounting Bracket Kit.
WARNING
Rider and passenger safety depend upon the correct installation of this kit. Use the appropriate service manual procedures. If the procedure is not within your capabilities or you do not have the correct tools, have a Harley-Davidson dealer perform the installation. This instruction sheet references Service Manual information. A Service Manual for your model motorcycle is required for this installation and is available from a Harley-Davidson Dealer.

INSTALLATION
Vehicles equipped with an accessory seat:
  1. If a two-up seat is installed, remove the seat (method will vary, depending on seat style). Remove the seat retention nut and retainer from the rear fender and discard. If a solo seat is installed, remove the plug, or the seat retention nut and retainer in the top of the rear fender if they are present, and discard.
  2. Proceed to Step 4.
Vehicles equipped with an original equipment seat:
  1. Refer to the applicable Service Manual and remove the seat. Remove the seat retention nut and retainer from the rear fender and discard.
  2. See Figure 1. Loosen and remove the two screws (1) holding the original seat bracket (2) to the seat.
  3. Install the new bracket (3) from Seat Mounting Bracket Kit 52030-98 onto the seat, using the shorter screws (4) supplied in the kit. Tighten the screws securely.
All Models:
1. Refer to the applicable Service Manual and remove the tail light lens and bulb.
NOTE
Cover fender with a clean shop towel to prevent scratching of the fender.

2. Place the fender rack into position as follows:
a. See Figure 3. Hold the carrier portion of the fender rack (1) vertical and slide the rear mounting base (2) onto the flat license plate bracket (3).
b. Tilt the rack forward until the front mounting tab is centered over the seat retention nut hole.
c. Center the rear mounting base on the license plate bracket.
3. See Figure 2. Mark the position of the two rack mounting holes (1) on the license bracket.
4. Remove the fender rack and drill two small pilot holes in the marked locations.
5. From the underside of the license plate bracket, enlarge the two holes to 5/16 inch (8 mm) diameter.

6. See Figure 4. Reach from the rear and insert the seat retainer (11) into the hole in the fender from the underside, lining up the tab with the notch in the hole.
7. Install the protective tape (10) on the outside of the rear fender, surrounding the hole. Place the seat tab spacer (9) over the tape.
8. If a two-up seat is installed, reinstall the seat but do not install the mounting screw. If a solo seat is installed, place the spacer washer (7) over the seat retention nut.
9. See Figure 3. Position the fender rack (1) on the license plate bracket (3) as described in step 5.
10. See Figure 4. Lower the front mounting tab of the rack over the seat rear mounting tab or spacer washer. Place the chrome flat washer (6) over the front rack mounting tab.
11. Insert the chrome socket head screw (5) through the chrome washer (6), the rack front tab, and the spacer or seat tab. Thread the screw into the retainer, but do not tighten.
12. Insert the two button head screws (2) through the rear rack mounting holes and the holes in the license plate bracket. Position the flat washers (3) and nuts (4) onto the screws from the underside, and tighten to 14 in-lbs (2 Nm).
13. Secure the rack to the seat retention nut with the socket head screw. Tighten to 12 ft-lbs (16.3 Nm).

WARNING
After installing seat, pull upward on seat to be sure it is locked in position. While riding, a loose seat can shift causing loss of control, which could result in death or serious injury. (00070b)
14. Remove the protective shop towels.
15. Refer to the applicable Service Manual and reinstall the tail light bulb and lens.
WARNING
Keep tail lamp visible at all times. Do not place objects on license plate bracket blocking tail lamp visibility. Low visibility of rider can result in death or serious injury. (00123a)
WARNING
Do not exceed luggage rack weight capacity. Too much weight can cause loss of control, which could result in death or serious injury. (00373a)
16. Turn ignition switch to the IGN position and check for proper tail lamp operation.
