The PAR36 Front LED Emergency Lamp Kit contains all components necessary to also power an Engine Guard LED Light Kit (see Table 1 ).
An Engine Guard LED Light Kit can be installed without a PAR36 Front LED Emergency Lamp Kit, but requires the separate purchase and installation of a flasher module (Part No. 69200860) and a wiring harness (Part No. 70673-04).

Installation Requirements
WARNING
Rider and passenger safety depend upon the correct installation of this kit. Use the appropriate service manual procedures. If the procedure is not within your capabilities or you do not have the correct tools, have a Harley-Davidson dealer perform the installation. Improper installation of this kit could result in death or serious injury. (00333b)
NOTE
This instruction sheet refers to service manual information. A service manual and a Police Model service manual supplement for this year/model motorcycle are required for this installation. Both are available from a Harley-Davidson dealer.

PREPARATION
WARNING
To prevent accidental vehicle start-up, which could cause death or serious injury, remove main fuse before proceeding. (00251b)
NOTE
  • For 2007 and later vehicles equipped with security siren: With security fob present, turn ignition switch ON. After system is disarmed, turn ignition switch OFF. IMMEDIATELY remove the main fuse per the service manual.
  • For 2006 and earlier vehicles equipped with security siren: Disarm the siren with the key fob or security code. See the service manual to remove the main fuse.
  • For vehicles WITHOUT security siren: See the service manual to remove the main fuse.
INSTALLATION
LED Flasher Mounting
WARNING

1. All FLHP/FLHPE; 2014 and later FLHTP models: Remove the fuel tank per the service manual.
2. See Figure 9. Get the flasher module (3), and #10 hardware from the PAR36 Front LED Emergency Lamp Kit. Note the four mounting locations on the LED module flasher box, identified in Figure 1.

3. 2013 and Earlier FLHTP models: Remove the outer fairing per the service manual. See Figure 2. Mount the flasher module sideways to the bracket inside the fairing using mounting point "A" (see Figure 1 ). Secure with a #10 screw and locknut from the kit. 2014 and Later FLHTP models: Remove the outer fairing per the service manual. See Figure 3. Remove the original equipment (OE) support bracket screw (2). Retain for installation. Mount the flasher module (1) to the support bracket using mounting point "A" (see Figure 1 ). Secure with the OE screw. ALL FLHTP models: Tighten the screw to 2.8–4 N·m (25–35 in-lbs). 2007 and Earlier FLHP/FLHPE models: See Figure 4. Mount the flasher module sideways to the bracket inside the left side cover using mounting point "A" (see Figure 1 ). Secure with the #10 screw and locknut from the kit. 2008-2013 FLHP/FLHPE models: Mount the flasher module in a suitable location. 2014 and Later FLHP models:
a. Remove the seat and seat fairing per the service manual.
b. See Figure 5. Temporarily install the flasher module mounting bracket (1) to the fender studs using the nuts (2) removed with the seat and fairing.
c. Mount the flasher module (3) to the bracket with the #10 screws, flat washers and locknuts (4) from the kit, using mounting points "B" and "C" (see Figure 1 ).
4. Locate the original equipment (OE) emergency lamp flasher relay. 2013 and earlier FLHTP models: Inside the fairing, in front of the speedometer. All FLHP/FLHPE; 2014 and later FLHTP models: Behind the left side cover. ALL models: Remove the relay.

Harness Routing
1. Get the LED harness (4) from the PAR36 Front LED Emergency Lamp Kit.

2. If installing an Engine Guard LED Light Kit, proceed to Step 3. Unless installing an Engine Guard LED Light Kit, remove the socket terminals from cavities 6, 7, 8 and 9 of the 12-way Deutsch socket housing per the instructions in the service manual (see Figure 6 ) . Remove the disconnected wire lead pairs from the LED harness.
3. ALL installations: Plug the 12-way Deutsch socket housing into the LED flasher module pin housing until the connectors lock together with two audible "clicks".
NOTE
Unless already labeled ("red" for left side lamps, "blue" for right side lamps), mark the unconnected end of each wire lead pair in some manner with its intended destination to aid in routing and later assembly.
4. Route the 12 V positive input (1) and ground (12) leads toward the OE emergency flasher location. 2014 and Later FLHP models: Route the LED flasher harness to enter the underseat area through the same opening in the seat fairing (when installed) as the OE rear lighting harness. Minor trimming of the seat fairing is required. ALL installations: Route the remaining LED harness lead pairs (as indicated in Figure 6 ) toward the PAR36 emergency lamp locations, and the engine guard light locations (if being installed). Do not fasten with cable straps now.
NOTE
Check for pinch points along the harness lead pairs and interference with handlebar travel.
5. Remove the wire leads and terminals from the OE three-way emergency flasher relay connector [69B] per the instructions in the service manual.
6. See Figure 9. Get the ring terminal (5) and the blue sealed splice connector (6) from the kit. Follow service manual instructions to:
a. Splice the gray/black (2013 and earlier) or blue/black (2014 and later) wire from the OE Emergency flasher relay circuit and the blue 12 V positive input wire from the LED harness.
b. Crimp the ring terminal to the gray ground wire from the LED harness. Secure to a mounting screw or other suitable grounding location.
PAR36 Front LED Emergency Lamp Mounting (2013 and Earlier Models)
1. Remove the two socket head screws securing the left side front turn signal to the emergency lamp mounting bracket. Retain the screws for installation. Repeat for the right side turn signal.
2. Remove the Phillips head screw at the bottom of the emergency lamp housing. Retain the screw for installation. Carefully pull out the emergency lamp bulb from the lamp housing. Repeat steps for the opposite side.
3. See Figure 7. Pull the OE gray/black wire (1) out through the emergency lamp mounting post. Cut wire at the entrance to the conduit. Tape and tuck wire into the conduit. Tuck the black ground wire (2) and spade terminal (3) into the emergency lamp housing (4).
4. Route the two LED harness PAR36 lead pairs: Trim the wire leads to length.
a. Through the emergency lamp conduit, to the left and right side emergency lamp housings (as indicated in Figure 6 ) , following the same route as when removing the original power wires.
b. Up through the lamp mounting stems and out into the lamp housings.
NOTE
If installing a Red/Blue PAR36 Front LED Emergency Lamp Kit, the red lamp is installed on the left side.
The red and blue lenses ARE NOT interchangeable. A blue lens CANNOT replace a red lens, and a red lens CANNOT replace a blue lens.
The flashing LEDs WILL NOT be visible through the incorrect color lens.

5. See Figure 9. Get the PAR36 lamps (1), and four red sealed splice connectors (7) from the kit. Follow the service manual instructions to:
a. Splice the blue wire from the lamp to the blue (positive) lead from the LED harness.
b. Splice the black wire to the gray (negative) lead from the harness.
c. Repeat for the opposite side lamp.
6. Tuck the excess wires into the emergency lamp housings, and position the PAR36 lamps within the housings. Install the chrome rings using the Phillips head screws retained earlier, and tighten securely.
7. Make sure that the conduit rests in the recess of the clamp area. Install the left turn signal assembly to the emergency lamp mounting bracket with the socket head screws retained earlier. Repeat steps for the opposite side. Tighten securely.
8. Get cable straps (10) from the kit. Secure the LED harness to the motorcycle frame as needed.
9. Unless installing an Engine Guard LED Light Kit, proceed to Completion. If installing an Engine Guard LED Light Kit, proceed to Engine Guard LED Light Kit Installation.
PAR36 Front LED Emergency Lamp Mounting (2014 and Later Models)
1. Remove two acorn nuts securing the emergency lamp/turn signal assembly. Retain the nuts for installation. Unplug the four-way connector to remove the assembly.
2. Remove the Phillips-head screw at the bottom of the emergency lamp housing. Retain the screw for installation. Unplug the bulb assembly from the two-way connector. Discard the bulb assembly.
3. Cut the two-way connector from inside the emergency lamp housing. Discard the connector.
4. Remove the button head screw holding the turn signal assembly. Retain the screw for installation.
5. Remove the gray/black wire with socket terminal from the four-way connector per the service manual. Completely remove the gray/black wire from the assembly.
6. Position the emergency lamp/turn signal assembly near the installed location on the vehicle.
7. Route the correct pair of leads from the LED Flasher harness through the lamp mount, up into the emergency lamp stem, and out the lamp housing. Trim leads to length.
8. Plug in the four-way connector. Mount the emergency lamp/turn signal assembly to the vehicle with the acorn nuts removed in Step 1. Tighten the nuts to 13.6–20.3 N·m (10–15 ft-lbs).
9. Mount the turn signal assembly to the lamp mount with the OE button head screw. Tighten to 10.8–13.6 N·m (96–120 in-lbs). Repeat steps for the opposite side.
10. Get the PAR36 lamps (1), and four red sealed splice connectors (7) from the kit. Follow the service manual instructions to:
a. Splice the blue wire from the lamp to the blue (positive) lead from the LED harness.
b. Splice the black wire to the gray (negative) lead from the harness.
c. Repeat for the opposite side lamp.
11. Tuck the excess wires into the emergency lamp housings. Position the PAR36 lamps within the housings. Install the chrome rings with the Phillips head screws retained in Step 2. Tighten securely.
12. Get cable straps (10) from the kit. Secure the LED harness to the motorcycle frame as needed.
13. 2014 and later FLHP models: Unplug the flasher module. Remove the module and mounting bracket from its temporary location. Install the seat fairing and seat.
14. Install the flasher module and mounting bracket. The bracket slips between the flange nuts and the flat washers. Tighten the flange nuts to 6.8–10.8 N·m (5–8 ft-lbs). Tighten the module mounting screws to 2.8–4 N·m (25–35 in-lbs). Plug the module into the harness.
15. Unless installing an Engine Guard LED Light Kit, proceed to Completion. If installing an Engine Guard LED Light Kit, proceed to the next section.
Engine Guard LED Light Kit Installation
NOTE
When adding the Engine Guard LED Light Kit to a vehicle with a previously installed PAR36 Front LED Emergency Lamp Kit, install the two wire lead pairs removed from the LED Harness during that installation. See Harness Routing, Step 2.
Engine Guard LED Light Assembly
  1. See Figure 10. Install the adjustment stud (16) into the engine guard mount (20). Tighten securely.
  2. Loosen the cap screws (19) from the locking device (18). Slide the locking device outward.
  3. Attach friction pads (17) to the dimples (A) in the cast aluminum engine guard light housing (14) and locking device.
  4. Insert the adjustment stud into the socket of the light housing. Tighten the screws enough to snug the locking device, but do not tighten now.
  5. Remove the screws (26) from the chrome flange (25). Remove the flange from the front of the light housing.
Engine Guard LED Light Installation
Unless done for PAR36 Lamp Kit installation:

1. See the service manual to remove the main fuse.
2. FLHP/FLHPE models: Remove the fuel tank per the service manual.
3. ALL models, if PAR36 Lamp Kit IS NOT being installed: Install the flasher module and LED harness (both purchased separately) per instructions earlier in these instructions.
4. ALL installations: Route the engine guard light wire lead pairs (see Figure 6 , items 6-9) from the LED harness along the frame area under the fuel tank toward the front, down toward the engine guard corresponding to the left or right marking on the wires. Do not use cable straps now.
5. See Figure 10. Position one of the LED engine guard light housings (14) onto one side of the engine guard. Insert the proper wire lead pair, from the outside, through the grommet (15) to the inside of the housing.
NOTE
If installing a Red/Blue Engine Guard LED Light Kit, the red light is installed on the left side.
The red and blue lenses ARE NOT interchangeable. A blue lens CANNOT replace a red lens, and a red lens CANNOT replace a blue lens.
The flashing LEDs WILL NOT be visible through the incorrect color lens.
6. Get an LED engine guard light ( Figure 10 , item 11) and two red sealed splice connectors ( Figure 9 , item 7) from the kits. See the service manual to:
a. splice the red or blue wire from the engine guard light to the blue (positive) lead from the LED harness.
b. splice the black wire to the gray (negative) lead from the harness.
7. Insert the LED light assembly into the light housing. See Figure 10. Position the housing onto the engine guard. Position a bar mount clamp (21) over the front of the guard.
8. Install the bar mount clamp to the engine guard mount (20) with four screws (22), lockwashers (23) and hex nuts (24). Tighten enough to snug the mount, but do not fully tighten now.
9. Place the chrome flange (25) over the LED light. Assemble the flange to the light housing with two screws (26). Tighten securely.
10. See Figure 8 . Adjust the light assembly to a suitable angle by swiveling on the adjustment stud ball. Tighten the locking device screws (1) securely.

11. Tighten the four bar mount clamp screws (3) securely.
12. Repeat steps 5-11 for the opposite-side engine guard light.
13. Get cable straps (10) from the PAR36 Front LED Emergency Lamp Kit. Secure the LED harnesses to the motorcycle frame and engine guards as needed.
Completion
  1. Install the fuel tank per the service manual.
  2. NOTE
    Verify that the ignition key switch is OFF before installing the main fuse.
  3. See the service manual to install the main fuse.
  4. After installing the main fuse, press the button on the side of the module (see Figure 1 ) to cycle through the available flash patterns.
