Additional Parts Required
This kit can only be installed on XL models that have had the Pursuit Light Kit (part no. 68746-03B) previously installed, on FLHP/E/TP models that have original equipment pursuit lamps and a flasher relay, or on FLHP/E/TP models that also have at least one of the LED kits shown in Table 1 installed. Vehicles having at least one of the LED kits will also require Police LED Control Module (part no. 69200206) (purchased separately).

This instruction sheet references service manual information. A service manual for your model motorcycle is required for this installation and is available from a Harley-Davidson Dealer.
WARNING
When installing any electrical accessory, be certain not to exceed the maximum amperage rating of the fuse or circuit breaker protecting the affected circuit being modified. Exceeding the maximum amperage can lead to electrical failures, which could result in death or serious injury. (00310a)
NOTICE
It is possible to overload the vehicle's charging system by adding too many electrical accessories. If the combined electrical accessories operating at any one time consume more electrical current than the vehicle's charging system can produce, the electrical consumption can discharge the battery and cause damage to the vehicle's electrical system. NOTE
This kit requires up to 500 mA of additional current from the electrical system.

INSTALLATION
NOTE
Put a clean shop towel or a service cover over the equipment to avoid scratching painted surfaces when installing this kit.
FLHP/FLHPE/FLHTP Models
1. Remove the seat, battery and fuel tank following the instructions in the service manual.
2. See Figure 1. Remove acorn nut (1), star washer (2) and existing mirror (3) from clutch hand control assembly. Discard star washer and mirror but save acorn nut.
3. See Figure 2. Repeat Step 2 for the front brake hand control assembly. Discard star washer and mirror but save acorn nut.

4. See Figure 3. Install mirror stem (1) through clutch hand control assembly.
5. Install stock washer (2) or flat washer from kit (3) on top of hand control assembly (if needed) to stabilize mirror stem.
6. Slide mirror power lead wire (gray) through ground wire ring terminal from kit (5) (flat side up), then install ring terminal on mirror stem.
7. Slide mirror power lead wire (gray) through wire guard from kit (6), then install wire guard on mirror stem.
8. Install flat washer (3) from kit on mirror stem.
NOTE
Be sure wire exiting mirror stem is positioned in wire guard so it does not get crushed by hardware.
9. Install acorn nut (4) on mirror stem (1). Tighten to 10.8–16.3 N·m (8–12 ft-lbs). Do not over-tighten.

10. See Figure 4. Repeat Steps 4-9 for front brake hand control assembly.
11. For models with LED Pursuit or Engine Guard kits installed, stop here and follow the mirror wiring instructions provided in Police LED Mirror Control Module kit (part no. 69200206).
12. See Figure 6. Remove the two socket head screws (2) securing the left front turn signal to the pursuit lamp mounting bracket. Repeat for right side. Save the screws for installation.
13. Remove the Phillips head screw (1) at the bottom of the pursuit lamp housing. Retain the screw for installation.
14. Carefully pull the pursuit lamp bulb out and away from the lamp housing. Repeat for the other side.
15. See Figure 7. Route the mirror gray power wire (12) and the black ground wire (6) from the left mirror along the handlebar and down to the steering neck area.
16. Cut a length of larger diameter conduit ( Figure 11 , Item 4) long enough to cover both wires to this breakout point (7). Install the conduit and secure with cable straps ( Figure 11 , Item 8) as required.
17. Route the gray mirror power wire (12) over to the left pursuit lamp (2) and feed the wire up through the pursuit lamp stalk and into the pursuit lamp shell.
NOTE
If the left mirror (1) is intended to illuminate opposite the left pursuit lamp (2), then route the left mirror power wire (12) to the right pursuit lamp (3).
18. Trim the mirror gray power wire (12) leaving enough length to connect.
19. Pull the wire back out of the stalk and insert into the cut length of the smaller diameter conduit (8).
20. Splice the gray mirror power lead (12) to left pursuit lamp gray/black power (9) lead with sealed splice and shrink tube ( Figure 11 , Items 10 and 11) following the instructions in the service manual.
21. Repeat for Steps 14-19 for the right side.

22. Route the black ground wires (6) inside the wiring channel along the frame (under the fuel tank) to the left ground stud under the seat.
NOTE
The ground wire ring terminals are shown stacked in Figure 7.
23. Install conduit (10), add ring terminals (11) and crimp following the instructions in the service manual.
24. Secure with cable straps as required.
25. Assemble pursuit lamps and turn signals following the instructions in the service manual or instruction sheet.
WARNING
After installing seat, pull upward on seat to be sure it is locked in position. While riding, a loose seat can shift causing loss of control, which could result in death or serious injury. (00070b)
26. Install fuel tank, battery and seat.
WARNING
Be sure that all lights and switches operate properly before operating motorcycle. Low visibility of rider can result in death or serious injury. (00316a)
27. Test lamps and mirrors for correct function.

XL Models with Pursuit Light Kit (68746-03B)
1. Remove the seat, main fuse and fuel tank following the instructions in the service manual.
2. See Figure 8. Remove locknut (1), washer (2) and existing mirror (3) from clutch hand control assembly (left side). Discard washer and mirror but save locknut.
3. Repeat for brake hand control (right side).
4. See Figure 9. Install mirror stem (1) through clutch hand control assembly.
5. Install stock washer (2) on top of hand control assembly or use flat washer (3) from kit (if needed) to stabilize mirror stem.
6. Slide mirror power lead wire (gray) through ground wire ring terminal (6) (flat side up), then install ring terminal on mirror stem.
7. Slide mirror power lead wire through flat washer (3) from kit, then install washer on mirror stem.
8. Slide mirror power lead through locknut (4) from kit, then install locknut on mirror stem (1). Tighten to 10.8–16.3 N·m (8–12 ft-lbs). Do not over-tighten.
9. Repeat Steps 4-8 for the front brake hand control assembly.

10. See Figure 10. Locate the sealed splices between the pursuit lamps and the pursuit lamp harness red and blue wires (8).
11. Route mirror power (7) and mirror ground wires (6) along the handlebar to the splice area.
12. Slide length of conduit over both mirror wires from splice area to mirror (5).
13. Cut wire on both sides of the existing harness splices and discard the splices.
14. Slide heat shrink tubing ( Figure 11 , Item 11) over the newly cut harness wires.
15. Crimp a new sealed splice ( Figure 11 , Item 10) to the red and then the blue harness wires.
NOTE
If the left mirror is intended to illuminate opposite the left pursuit lamp, splice the left mirror power wire and the right pursuit lamp wire to the blue harness wire.
16. Insert the gray/black left pursuit lamp wire (9) and the gray left mirror wire (7) into the other end of the butt splice on the red harness wire.
17. Repeat for the right side using the blue harness wire.
18. Install heat shrink tubing (8) over the splices. Heat shrink with a heat gun following the instructions in the service manual.
19. Route mirror ground wire along the frame to ground stud or other suitable grounding location.
20. Install a length of conduit (11) over both ground wires from the ground stud to the splice area.
NOTE
The ground wire ring terminals are shown stacked in Figure 10.
21. Install a ring terminal (10) to each ground wire following instructions in the service manual.
22. Secure ring terminals to ground stud.
23. Secure wiring with cable straps as required.
24. Install fuel tank following the instructions in the service manual.
WARNING

25. Install seat following the instructions in the appropriate service manual.
26. Install main fuse and left side cover following the instructions in the service manual.
