Installation Requirements
WARNING
Rider and passenger safety depend upon the correct installation of this kit. Use the appropriate service manual procedures. If the procedure is not within your capabilities or you do not have the correct tools, have a Harley-Davidson dealer perform the installation. Improper installation of this kit could result in death or serious injury. (00333b)
NOTE
This instruction sheet references service manual information. A service manual for the year and model motorcycle is required for this installation and is available from:
The vehicle must be equipped with a Harley-Davidson Factory Security System or Smart Security System before this kit can be installed. See the P&A retail catalog or the Parts and Accessories section of www.harley-davidson.com (English only) for Security System and model fitment information.
Adhesive Strips
NOTE
  • Ambient temperature between 21–38 °C (70–100 °F) for proper adhesion. Do not apply below 10 °C (50.0 °F).
  • Parts cannot be repositioned after initial adhesive installation.
  • Allow at least 24 hours after application before exposing the area to vigorous washing, strong water spray or extreme weather.
  • The adhesive bond will increase to maximum strength after about 72 hours at normal room temperature.
  • Do not clean with denatured alcohol, mineral spirits or other solvents. Damage to components occurs.
1. Using a 50:50 isopropyl alcohol/water solution, thoroughly clean cover insert surfaces. Allow to dry completely.
2. Install item into area.
a. With the adhesive backing still in place, test fit item to the area.
b. Remove adhesive backing.
c. Install item to area.
d. Press surface of item firmly to make sure that there is good adhesion.
PREPARATION
For Vehicles With Main Fuse:
WARNING
To prevent accidental vehicle start-up, which could cause death or serious injury, remove main fuse before proceeding. (00251b)
NOTE
  • For 2007- later vehicles equipped with security siren: With security fob present, turn ignition switch ON. After system is disarmed, turn ignition switch OFF. IMMEDIATELY remove the main fuse per the service manual.
  • For 2006- earlier vehicles equipped with security siren: Disarm siren with the key fob or security code. See service manual to remove main fuse.
  • For vehicles WITHOUT security siren: See service manual to remove main fuse.
  1. All models except VRSC: Remove seat. Retain seat and all mounting hardware.
For Vehicles With Main Circuit Breaker:
WARNING
To prevent accidental vehicle start-up, which could cause death or serious injury, disconnect battery cables (negative (-) cable first) before proceeding. (00307a)
WARNING
Disconnect negative (-) battery cable first. If positive (+) cable should contact ground with negative (-) cable connected, the resulting sparks can cause a battery explosion, which could result in death or serious injury. (00049a)
  1. For vehicles equipped with security siren: Disarm siren with key fob or security code. All models except VRSC: See service manual to remove seat. Retain all seat mounting hardware. Disconnect negative battery cable. Disconnect positive battery cable. Retain all seat mounting hardware. VRSC models: See service manual to remove main fuse. Disconnect negative battery cable. Disconnect positive battery cable.
  2. ALL models: Turn ignition switch OFF unless already done.
INSTALL
2002-2006 VRSCA, VRSCB, VRSCD
WARNING
When servicing the fuel system, do not smoke or allow open flame or sparks in the vicinity. Gasoline is extremely flammable and highly explosive, which could result in death or serious injury. (00330a)
1. Open seat.
2. See Figure 2. Remove splash guard (mud flap) nuts.
3. See Figure 3. Lower mud flap from installed position. Allow it to rest on rear tire.
4. Remove fuel cap.
5. Remove fuel filler boot. Save boot for later installation.
6. Install fuel cap.
NOTE
See Figure 4. The security siren connector is a three-wire connector. Do not confuse this connector with the two-wire connector (3) tied to the harness (except on California models).
7. Locate security siren connector (2) at end of harness lead that wraps around top of fuel tank. Disconnect fuel pump and sender connector (1) to free security siren connector. Protective cap and cable strap on the security siren connector can be discarded.
8. See Figure 5. Route siren harness lead out from under right side of fender. Insert connector [142B] (2) into siren receptacle until connector latches securely.
9. With sounder disc (3) facing mud flap, position siren on mud flap as shown in Figure 6. Make sure that pager antenna lies in groove alongside the connector and is not pinched. Secure siren (1) to existing hook fasteners on mud flap with plain-backed loop fastener (2) from kit.
10. See Figure 4. Route siren pager antenna wire upwards through slot (4) in frame.

11. Install mud flap to underside of fender.
12. Install mud flap nuts. Tighten.
Torque: 8–12 N·m (71–106 in-lbs) Mud flap nuts
13. Remove fuel cap.
14. Install fuel filler boot.
15. Install fuel cap.
16. Clean area on frame (5) forward of slot (4), left of fuel filler boot. See Adhesive Strips.
17. See Figure 1. Remove protective tape from adhesive backing of hook fastener (2). Attach fastener to frame in cleaned area.
18. Route siren (1) pager antenna wire down center of installed fastener half. Straighten pager antenna along length of fastener.
NOTE
In order for pager antenna to work properly, none of the small diameter portion should touch metal parts of vehicle.
19. Install plain-backed loop fastener (3) onto hook fastener installed on frame, capturing pager antenna wire to hold it firmly in place.
NOTICE
When closing the seat, make sure the ignition switch is in the FUEL position. If the ignition switch is in any other position when the seat is closed, the seat latch mechanism could be damaged. (00196a)
20. Close seat.
NOTE
Verify that ignition is OFF before installing main fuse.
21. Install main fuse. See service manual.
2006-2007 VRSCR
WARNING

3. Remove fuel filler boot. Save boot for later installation.
4. Install fuel cap.

5. Locate security siren connector (2) at end of harness lead that wraps around the top of fuel tank. Disconnect fuel pump and sender connector (1) to free security siren connector. Protective cap and cable strap on security siren connector can be discarded.
6. See Figure 7. Remove seat (1).

7. See Figure 8. Remove four hex head screws (2) and spacer washers (3) that retain rear outer fender (1). Slide fender back. Lift to remove.
8. See Figure 5. Route siren harness lead out from under right side of fender. Insert connector [142B] (2) into siren receptacle until connector latches securely.
9. See Figure 9. With sounder disc (2) facing out, clip siren (1) onto mud flap (3) as shown.
NOTE
Verify that outer fender tabs are latched with inner fender locking tabs.

10. Press down gently on outer fender to seat fender against the frame.
11. Install four screws and flat washers that retain rear outer fender.
Torque: 4.5–7.5 N·m (40–66 in-lbs) Rear outer fender screws
12. See Figure 1. Clean area on the frame (5) forward of slot (4), left of fuel filler boot. See Adhesive Strips.
13. See Figure 1. Remove protective tape from adhesive backing of hook fastener (2). Attach fastener to frame in cleaned area.
14. Route siren (1) pager antenna wire down center of installed fastener half. Straighten pager antenna along length of fastener.
NOTE
In order for pager antenna to work properly, none of the small diameter portion should touch metal parts of vehicle.
15. Install plain-backed loop fastener (3) onto hook fastener installed on frame, capturing pager antenna wire to hold it firmly in place.
NOTE
The remaining plain-backed loop fastener is not used in this application. It can be discarded.
16. Install passenger seat with flanged hex nut and flat washer removed earlier.
Torque: 20–25 N·m (15–18 ft-lbs) Passenger seat nut
17. Remove fuel cap.
18. Install fuel filler boot.
19. Install fuel cap.
NOTICE
When closing the seat, make sure the ignition switch is in the FUEL position. If the ignition switch is in any other position when the seat is closed, the seat latch mechanism could be damaged. (00196a)
20. Close seat.
NOTE
Verify that the ignition is OFF before installing the main fuse.
21. Install seat. Pull up on seat to verify that it is secure. See service manual.
22. Install main fuse. See service manual.
2007-2017 VRSCA, VRSCD/X, VRSCF
1. Open seat.
2. Remove passenger seat (pillion) mounting nut and washer at left front of seat. Remove rider seat retaining post at right front.
3. Slide pillion forward slightly to detach it from mounting tab on fender. Slide pillion back and out from under grab strap. Lift pillion away from vehicle.
4. See Figure 10. Locate three-wire security siren connector [142B] (2), tied back to harness lead (1) that travels alongside TSSM mounting caddy. Cut tape to free connector and wires.
5. Insert siren connector [142B] into siren receptacle until connector latches securely.
6. With sounder disc (4) facing out, clip siren onto TSSM mounting caddy as shown.
7. Clean area on frame forward of TSSM mounting caddy. See Adhesive Strips
8. Remove protective tape from adhesive backing of hook fastener ( Figure 1 , Item 2). Without covering any part of warning label, attach fastener to frame in the cleaned area (5), allowing it to extend as needed beyond flat area.
NOTE
In order for pager antenna to work properly, none of the small diameter portion should touch metal parts of vehicle.
9. Gently position siren pager antenna wire (6) down path along TSSM caddy, tucking it beneath the main harness (7). Route siren pager antenna wire down center of installed fastener, straightening pager antenna along length of fastener. Observe where small-diameter portion of wire begins. Verify that point is on fastener.
10. Install plain-backed loop fastener (3) onto hook fastener installed on frame, capturing pager antenna wire to hold it firmly in place. Loop end of pager antenna back so it remains captured between fastener components.
11. If necessary, secure connector wiring to existing wiring with a cable strap (not provided).
NOTE
The remaining plain-backed loop fastener is not used in this application. It can be discarded.
12. Slide passenger seat under grab strap. Engage mounting tab on fender into slot in underside of seat. Make sure that harnesses are not pinched under passenger seat frame.
13. Fasten passenger seat with rider seat retaining post at right front and seat mounting nut and washer at left front.
Torque: 11–17 N·m (97–150 in-lbs) Seat mounting nut
NOTE
Verify that ignition is OFF before installing main fuse.
14. Install seat. Pull up on seat to verify that it is secure. See service manual.
15. Install main fuse. See service manual.

1. Remove right side saddlebag. See service manual.
2. Gently pull side cover from frame down tubes.
3. See Figure 11. Remove two flange nuts (2) from electrical bracket (1). Pull bracket assembly, with Electronic Control Module (ECM) (4) and connector (1) attached, away from side of battery box.

15. For 2004-2007 models: See service manual to install main fuse. For 2002-2003 models: See service manual to attach battery cables. Apply a light coat of H-D electrical contact lubricant, petroleum jelly or other corrosion retardant material to battery terminals.
16. Install seat. Pull up on seat to verify that it is secure. See service manual.
2008-2013 FL TOURING MODELS
1. Remove left side saddlebag. See service manual.
2. Gently pull side cover from frame down tubes.
3. See Figure 16. Remove security siren connector [142B] (3) from retainer on electrical caddy. Insert security siren connector [142B] into security siren receptacle (5) until connector latches securely.
4. Slide siren into place on left side of electrical caddy so sounder disc (6) faces out.
5. Route siren pager antenna wire rearward under siren, out back of electrical caddy.
NOTE
Make sure that cables and conduit are properly routed so they are not pinched during assembly.
6. See Figure 17. Clean outboard surface of frame tube (1) above electrical caddy. See Adhesive Strips.

2. See Figure 18. Remove security siren connector [142B] (3) from retainer (2) on electrical caddy (1). Insert security siren connector [142B] into security siren receptacle (5) until connector latches securely.
3. Slide siren (4) into pocket in electrical caddy so sounder disc (6) is toward rear, facing down.
4. Clean top surface of electrical caddy. See Adhesive Strips.
5. Remove protective tape from adhesive backing of hook fastener (8). Attach fastener to top of caddy, flush with forward and outboard edges. Fold excess around the rear edge of the caddy.
6. Route siren pager antenna wire (7):
a. rearward under siren,
b. around now-empty siren connector retainer (2) and
c. over top of electrical caddy.
NOTE
None of the small diameter portion of the pager antenna should touch metal parts of vehicle.
7. Route pager antenna forward along top of caddy to front edge, close to vehicle frame. Loop back and route pager antenna rearward over installed hook fastener. Make sure all of smaller diameter portion of pager antenna is contained within fastener.
8. Install plain-backed loop fastener (9) onto hook fastener, capturing smaller diameter portion of pager antenna wire to hold it firmly in place. The remaining plain-backed loop fastener is not used in this application. It can be discarded.
NOTE
Make sure that cables and conduit are properly routed so they are not pinched during assembly.

2. Remove two bolts at bottom of the splash guard. Bend upper right corner of splash guard toward rear tire. Lift to unhook splash guard from tab on rear fork. Remove guard from beneath fender.

6. Insert siren harness lead (4) into harness clip (3) to keep harness clear of other components.
7. If necessary, secure connector wiring to electrical panel wiring with a cable strap (not provided).
8. See Figure 27. Gently pull siren pager antenna wire upwards through fender opening. Lay wire across concave surface at base of electrical box. Observe where small-diameter portion of wire begins, and where that point falls on electrical box.
NOTE
The hook-and-loop fastener may need to extend slightly into fender opening to make sure that entire small-diameter portion of pager antenna is protected from metal contact.
9. Clean concave surface at base of electrical box. See Adhesive Strips.

Record fender wire routing and hardware locations before removal.
1. Remove rear fender. See service manual.
a. Disconnect rear wiring harness connector [7] halves.
b. Remove lower fender mounting bolts and washers.
c. Remove upper fender mounting screws and washers.
d. Remove fender.
2. See Figure 28. Unfasten harness (1) clipped to right side of electrical compartment cover (splash guard, already removed in photo) forward of rear wheel. Remove two hex socket head screws with washers fastening cover. Remove cover from vehicle.
3. Remove siren connector [142B] from receptacle (3) near top of electrical panel (2).

4. Insert siren connector [142B] into siren box receptacle until connector latches securely.
5. See Figure 29. Position siren box (1) with harness connector toward rear and sounder disc (2) facing out. Carefully snap siren box into pocket (3) on right side of electrical panel.
6. See Figure 30. Route siren pager antenna (1) upward to rear of siren box. Route forward following path of wire bundle (3) along right side of vehicle battery (4).
NOTE
In order for pager antenna to work properly, none of small diameter portion (2) should touch metal parts of vehicle.
7. Tuck pager antenna within cable straps (5) that secure wire bundle if possible. If not, secure pager antenna to wiring with new cable straps (not provided).
8. Install electrical compartment cover. Install screws and washers removed earlier.
Torque: 4.1–6.8 N·m (36–60 in-lbs) Cover screws

a. Set fender into position.
b. Loosely install fender mounting hardware.
c. Tighten fender mounting hardware, in indicated sequence, to specified torque.
d. Connect rear wiring harness connector [7] halves.

10. Install siren pager antenna wire.
a. See Figure 32. Route siren pager antenna wire (2) through siren connector opening (4) in BCM caddy (1).
b. Route antenna wire upwards to right side of under seat area. Use BCM caddy finger (3) to support antenna.

2004-2017 DYNA MODELS
1. See Figure 35. Firmly grasp both sides of electrical caddy cover (1). Pull out to remove.
2. Remove front electrical caddy screw and washer (2). Remove two top electrical caddy screws and washers (7).
NOTE
When pulling electrical caddy away from vehicle, make sure that wiring connections are not disturbed. Pull caddy away only far enough to allow installing siren.
3. Get siren (5) from kit. Tip top of electrical caddy (3) slightly away from vehicle. Turn siren so sounder disc (6) faces up and wire receptacle is facing vehicle as shown.
4. Remove siren harness lead from behind electrical caddy. Remove black dust cap from security siren connector [142B].
5. Insert connector [142B] into siren receptacle until connector latches securely. Insert siren into back of caddy, beneath ignition control module (4).
6. Install, but do not tighten, front electrical caddy screw and washer (2). Install top electrical caddy screws and washers (7).
a. Tighten top screws.
Torque: 11.3 N·m (100 in-lbs) Top caddy screws
b. Tighten front screw.
Torque: 5.6 N·m (50 in-lbs) Front screw
7. Route siren pager antenna wire (8)
a. under rearmost frame crossmember,
b. up between crossmember and rear fender.
8. Clean top surface of crossmember. See Adhesive Strips.
9. Remove protective tape from adhesive backing of hook fastener (9). Attach fastener to cleaned area of crossmember.
10. Route siren pager antenna wire (8) down center of installed fastener half. Straighten pager antenna along length of fastener.
NOTE

11. Install plain-backed loop fastener (10) onto hook fastener installed on crossmember, capturing pager antenna wire to hold it firmly in place.

2014-LATER SPORTSTER MODELS
  1. Remove left side cover from frame down tubes.
  2. Remove rear fender. See service manual.
    1. Remove lower shock absorber bolts.
    2. Raise motorcycle to lower rear wheel.
    3. Disconnect rear lighting connectors [18], [19] and [40].
    4. While supporting the fender, remove attaching hardware.
    5. Carefully remove rear fender with attached license plate bracket, tail lamp base and wire harness.
  3. See Figure 36. Pull fuse box (1) away from oil tank. Remove BCM (3) from electrical caddy (2).
  4. Remove screw (5) retaining ECM cover (4). Pull the ECM cover forward and out the left side of vehicle.
  5. Remove security siren connector [142B] (6) from retainer on back of electrical caddy. Route connector and wiring under battery tray (7) to right side of vehicle.
  6. Remove battery (8) from vehicle per service manual.
  7. Insert security siren connector [142B] into security siren (9) receptacle until connector latches securely.
  8. Snap siren into hooks (11) beneath battery tray so sounder disc (10) is toward left front, facing downward.
  9. NOTE
    • Make sure that cables and conduit are properly routed so they are not pinched during assembly.
    • In order for pager antenna to work properly, none of small diameter portion should touch metal parts of vehicle.
  10. Route siren pager antenna wire (12) over to right side of vehicle frame. Fasten to top of rear frame upright (13), away from belt guard, with a cable strap (Item 14, not supplied) at outward bend.
  11. Bring end of large-diameter portion (15) of pager antenna to underside of frame rear upper crossmember (17). Observe where small-diameter portion (16) of wire begins and ends on crossmember.
  12. Clean entire area on underside of frame rear upper crossmember. See Adhesive Strips.
  13. Remove protective tape from adhesive backing of hook fastener (18). Attach fastener to cleaned area of crossmember.
  14. Route siren pager antenna wire down center of installed fastener half. Straighten pager antenna along length of fastener.
  15. NOTE
    Loop end of pager antenna back if needed so it remains captured between fastener components. In order for pager antenna to work properly, none of small diameter portion should touch metal parts of vehicle.
  16. Install plain-backed loop fastener (19) onto hook fastener installed on crossmember, capturing pager antenna wire to hold it firmly in place on underside of crossmember. The remaining plain-backed loop fastener is not used in this application. It can be discarded.
  17. Install rear fender per service manual.
  18. NOTE
    Verify that ignition is OFF before attaching battery cables and installing main fuse.
  19. Install vehicle battery per service manual. Attach positive battery cable. Attach negative battery cable. Apply a light coat of H-D electrical contact lubricant, petroleum jelly or corrosion retardant material to battery terminals.
  20. Install ECM. Install ECM cover. See service manual.
  21. Install BCM into electrical caddy. See service manual.

ALL MODELS
NOTE
The siren may not function properly when first installed. Nickel Metal Hydride (NiMH)rechargeable batteries discharge fairly rapidly when stored. They will lose as much as 1%-2% of their charge per day.
After a few months of storage at room temperature batteries will be mostly discharged. If stored for a much longer period without charging, they may need a few charging cycles to regain their full capacity.
To charge NiMH battery, operate the vehicle for a minimum of four hours.
SIREN DIAGNOSTICS
NOTE
Some models do not support chirpless mode. Reference owner's manual to verify support.
  • If the siren is armed and internal siren battery is dead, shorted, disconnected or has been charging for a period longer than 24 hours, siren will respond with three chirps on arming instead of two.
  • If vehicle's charging system is producing less than 12.5 volts, internal siren battery may not charge.
  • If siren does not chirp two or three times on a valid arming command from the security system, siren is either in chirpless mode, not connected, not working, or siren wiring was opened or shorted while siren was disarmed.
  • If siren enters self-driven mode where it is powered from siren's internal 9 volt battery, turn signal lamps may or may not alternately flash. If security system activates siren, turn signal lamps will alternately flash. If siren has been armed and a security event occurs, and siren is in self-driven mode, siren will alarm for 20-30 seconds, then turn off for 5-10 seconds. This alarm cycle will be repeated ten times if the siren is in self-driven mode.
SMART SIREN II BATTERY REPLACEMENT
The siren's internal 9-volt battery is rechargeable. It does not need frequent replacing. Battery life under normal conditions is about three to six years.
NOTE
When battery replacement is needed, use only a nickel metal hydride (NiMH) 9 volt battery in siren. These batteries are widely available at local outlets.
To Replace Battery:
  1. Refer to POWER DISCONNECT in owner's manual. Follow instructions to prevent ecurity module from actuating siren.
  2. Remove siren box from vehicle. Refer to siren installation procedures for specific model in this instruction sheet.
  3. Open battery cover by inserting a flat-blade screwdriver into one of slots on side of siren box. Press until one corner of cover pops up slightly.
  4. Insert screwdriver into second slot. Press until cover pops open. Remove cover and gasket.
  5. Remove old battery from siren box. Gently unfasten snap connector from battery. Save grease coating terminals.
  6. Coat terminals of new NiMH nine-volt battery and snap connector completely with grease from old connection.
  7. NOTE
    If not enough lubricant remains to cover terminals completely, H-D Electrical Contact Lubricant is compatible. It is available from a Harley-Davidson dealer
  8. Snap connector onto new battery. Install battery into siren box.
  9. Set siren box on a work surface with battery opening facing up. Position gasket and battery cover onto siren box with rounded corners facing out.
  10. Press cover down onto siren box. Press tabs in with screwdriver until tabs snap into slots in box.
  11. Install siren box into vehicle.
  12. Dispose of old NiMH battery in accordance with local regulations.
