Rider and passenger safety depend upon the correct installation of this kit. Use the appropriate service manual procedures. If the procedure is not within your capabilities or you do not have the correct tools, have a Harley-Davidson dealer perform the installation. INSTALLATION
If Detachable Saddlebags are Installed
  1. See Figure 1. Remove screws (1), docking points (2) and bushings (3) from fender support (4).
  2. See Figure 3. Remove lower docking point (1) from lower front support (3). Discard all removed docking points and screws.
If Detachable Saddlebags are Not Installed
  1. See Figure 2. Remove and discard screws (1) from fender support (2).
All Models
1. Obtain docking points and bushings from detachable docking hardware kit for Tour-Pak. Discard screws.
2. See Figure 6. Place a bushing (A) into each of the fender support (B) holes. The beveled side of the bushings ( Figure 5 , Item 1) face out from the fender.
3. Install front and rear docking points (C, D). For each docking point, place the countersunk side of docking point so it engages bushing ( Figure 5 , Item 2).

4. Place docking point (1) on top of (outside) front and rear docking points (C, D). The countersunk side of the outboard docking point mates against inboard docking point ( Figure 5 ).
NOTE
Make sure Loctite 243 (blue) is applied to docking point screws. Failure to do so may cause the docking points and accessory to become loose on motorcycle.
5. Apply Loctite 243 (blue) to last four threads of docking point screws (2).
6. Thread screws (2) through docking points, front and rear docking points, bushings, and into fender and bracket (behind fender). Tighten screws to 21-27 ft-lbs (28-37 Nm).
7. If detachable saddlebags have been installed, install docking point (1) from kit to saddlebag lower front support with screw (3), spacers (E, F) and lockwasher (H). If installing saddlebag kit for the first time, refer to the instruction sheet for that kit to install lower front support. Discard the mini-docking point from the saddlebag kit and replace with the docking point from this kit.
8. Repeat steps for opposite side.

MAINTENANCE
NOTICE
Failure to tighten hardware to the specified torque could result in damage to the installed accessory. (00508b)
NOTE
After 500 miles of on road use with the saddlebags installed, it is necessary to check the torque on the saddlebag mounting screws. Check to make sure the torque is 28–37 N·m (21–27 ft-lbs). Tighten if necessary.
In time, docking points may wear, causing the mating luggage rack, sideplates or saddlebags to become loose or rattle. If this occurs:
1. Remove docking hardware (screws).
2. Clean threadlocker residue off of screw threads.
3. Apply Loctite 243 (blue) to last four threads of docking point screws.
4. Install screws and tighten finger-tight.
5. Rotate docking points clockwise approximately 45 degrees from their previous position.
6. Tighten the docking hardware to 28–37 N·m (21–27 ft-lbs).
7. Repeat as required, up to three adjustments. After the third adjustment, new docking points must be installed.
